构建互联网时代学术传播的新秩序——以高校学术期刊发展战略为中心

Constructing of the New Order of Academic Communication in the Internet Age——Taking the Development Strategy of University Academic Journals as the Center

我们正处于媒体交替更迭的时代。一方面,信息聚合型期刊数据库平台对学术传播渠道的控制、开放获取运动的兴起、国际学术期刊的"入侵"以及新兴实力集团的跨界而入,在使传统学术传播失序的同时,更加剧了纸本学术期刊尤其是高校综合性学报的危机;另一方面,由于期刊体制的严重滞后以及没有找到适合互联网特点的替代传统期刊的基本传播单元,互联网时代新的学术传播秩序并未形成。要构建互联网时代新的学术传播秩序,就必须改革期刊管理体制,推动学术期刊专业化、集约化和数字化转型以及体系化建设;学术期刊则应利用现行体制给予的学术传播主体身份,主动实现媒体融合发展,赢得改革的先机。目前,高校学术期刊发展战略思路已逐步明确,高校学报已经在行动,继联合打造"中国高校系列专业期刊"之后,以"专域"为单元的大型开放互动学术传播平台呼之欲出,并有望打开通往互联网时代学术传播新秩序之路。

We are in the era of media change.On the one hand,with help of digital technology and the Internet,the periodical database platforms of information aggregation no longer take journals as the basic unit of academic communication,while the rise of open access movement（OA）,the＂invasion＂of international academic journals and the cross-border intervention of the emerging group,destroyed the traditional academic communication order,increased the crisis of traditional academic journals,especially the comprehensive academic periodicals.On the other hand,because of the serious lag of periodical administration system,and without a suitable instead of traditional journals as the basic unit of academic communication,the new academic communication order in the Internet age does not naturally form.To build a new order of academic communication of the Internet age,it is necessary to reform the administration system of publication,groupage a large number of academic journals,initiatively achieve digital transformation and development of media convergence as the subject of academic communication empowered by the current system,and win advantages for a more comprehensive and profound technology revolution and reform in the coming future.At present,university academic journals have in action.After Specialized Series of University Journals in China,a large open and interactive academic communication platform is ready to come out,which is expected to open the door for academic communication order in the Internet age.
