城乡建设用地增减挂钩内外业一体化协同监管平台设计——以济南市为例

Designing about the Integration of Internal and External Industry Collaborative Supervision Platform on the Link of Urban Construction Land Increase and Rural Residential Land Decrease

本文在深入分析城乡建设用地增减挂钩业务信息化现状的基础上,提出了内外业一体化协同监管的设计思路。在完成传统内业在线审批和监管指标体系的基础上,通过完善外业应用环境下的业务模型和数据标准,研究并设计了移动"一张图"增减挂钩应用系统,实现了增减挂钩项目的内外业线上线下一体化协同监管。

Based on the in-depth analysis of the information technology status of the Link of Urban Construction Land Increase and Rural Residential Land Decrease, the paper puts forward the design idea of the integration of internal and external industry collaborative supervision. Based on the completion of the traditional online approval and regulatory indicators, through the improvement of business model and data standards in the external application environment, the paper researches and designs the mobile ＂one map＂ application system, to achieve the project＇s internal on-line and external off-line collaborative supervision.
