服务型政府视角下地方政府绩效评估研究

Research on Local Government Performance Evaluation under the Perspective of Service-oriented Government

转变政府职能建设服务型政府是我国政府改革的重要目标,政府绩效评估作为政府管理的有效工具对服务型政府的建设起推动作用,建设服务型政府的理论为政府绩效评估提供了制度创新和价值理念。目前,地方政府难以全面、科学、客观地进行绩效评估,不利于地方政府绩效改进及行政能力的提高。因此,应以服务型政府的价值理念为指导,改进地方政府绩效评估体系,推动服务型政府建设。

It is an important goal of our government reform to transform government functions and build a service-oriented government.As an effective tool for government management,government performance evaluation promotes the construction of service-oriented government.And the theory of building serviceoriented government provides system innovation and value concept for government performance evaluation.At present,the local government performance evaluation is difficult to be carried out comprehensively,scientifically and objectively,and is not conducive for the improvement of performance and administrative capacity of local government.Therefore,guided by the value concept of service-oriented government,local government performance evaluation should be improved,and the construction of service-oriented government should be promoted.
