我国当前学前教育政策工具选择偏向及其影响——基于《国家长中期教育改革和发展规划纲要(2010~2020)》以来的主要政策文本的分析 被引量:67

摘要 《国家中长期教育改革和发展规划纲要(2010—2020)》颁行以来我国对学前教育颁布的政策快速增长。虽然其数量超过了建国以来颁布的政策数量的一半以上,但是并没有建立起学前教育可持续发展的长效机制。通过采用麦克唐纳尔和艾莫尔政策工具框架分析发现:一,当前我国学前教育政策工具选择缺乏系统组合配置;二,过度使用命令性工具;三,政策工具选择的依据偏向短期目标与政策成本等。这种政策工具选择偏向在短期内能够迅速的提升和扩大学前教育规模,但是无法形成具有可持续性的学前教育供给与质量保障系统,同时也会限制学前教育发展的多样化和多元化发展。 "National education reform and development plan(2010—2020)"developed,our country's policy of pre-school education on the rapid growth.The number exceeds the half of that since the founding of the PRC.But it has not established a long-term mechanism for the sustainable development of preschool education.Through the use of McDonnell and Elmore policy tools framework analysis:first,the Chinese preschool education policy tools to choose the lack of system;second,exceed choose Authority tool;third,the basis of policy tools to choose the basis for short-term objectives and policy costs.This kind of policy tool selection deviation in the short term can quickly improve and expand the scale of pre-school education,but cannot form a sustainable pre-school education supply and quality assurance system,but also to restrict the development of pre-school education and diversified development.
