试论当代中国国家治理的价值结构

On the Value Structure of the Contemporary Chinese State Governance

"国家治理体系和治理能力现代化"的实现不仅需要制度建设,也需要价值建构,并且,国家治理的价值呈现出一副多层次、立体、有机的复合体图景,即存在一定的价值结构。从马克思主义的"实践说"出发界定"价值"是理解国家治理的价值及结构的基础。人的价值是一切价值的基础,也是国家治理的价值的基础,这构成了国家治理的基本价值结构,具体表现为人对自身的价值、人对社会的价值和人对国家的价值。国家治理作为客体在动态展开过程中,在经济、政治、社会、文化、生态、党的建设等各个领域都展现出对人的价值,这构成了国家治理的具体价值结构。国家治理的基本价值结构和具体价值结构遥相呼应、缺一不可,共同构筑起当代中国国家治理的价值体系。

To realize the modernization of state governance system and governance capacity not only needs the construction of system, but also needs the construction of value.Starting from the＂ practice＂ of Marx, the ＂ value＂ is the basis of understanding the value structure of state governance.Man＇ s value is the foundation of all value, and also the foundation of the value of state governance, which constitutes the basic value structure of the state governance, the concrete expression is：the value of the people to themselves,the value of people to the society and the value of people to the country.The state governance in the economic, political, social, cultural,ecological, the party＇ s construction and other fields have demonstrated the value to people, which constitutes the specific value of the national governance structure.State governance basic value structure and specific value structure echoes,are indispensable, and work together to build up the value system of modern China＇s governance.
