疾控绩效考核指标体系和评价机制研究

Research on improving performance evaluation index system and evaluating principle for disease control and prevention

目的完善疾病预防控制机构绩效考核指标体系,科学合理评价各地疾控工作。方法 2014年在江西等6省开展现场调研,征求省、市、县三级卫生计生行政部门、疾控机构负责人和专家代表共计260人的意见和建议,召开6次专家论证会,对指标体系和评价机制进行修订。结果目前的绩效考核存在指标数量过多、部分指标设置不合理、考核方式难以适应新形势发展、考核结果的利用有待进一步加强等问题。针对这些问题,课题组对指标体系进行修订,形成涵盖9个业务领域和保障领域的44个"省级疾控工作评价通用指标"和3个业务领域的10个"局部地区疾控工作评价指标",并完善了评价机制。结论加强对疾控评估工作的组织管理,完善疾病预防控制工作指标体系和评价机制,强化疾病预防控制工作评估结果的利用。

Objective To improve the performance evaluation index system of disease prevention and control institutions,and to evaluate disease control around the country scientifically and reasonably. Methods Carry out on-site investigations in 2014 in Jiangxi and other 5 provinces, consulted about 260 experts from health and family planning administrative departments and disease control agencies coming from provincial, municipal and county level, held 6 expert demonstrations. Basis on these suggestions, the index system was revised and the evaluating principle was improved.Results The current performance evaluation index system has many problems, such as the number of indicators was too many, some indicators were unreasonable, difficulty in adapting to the development of new situation, the use of assessment results to be further strengthened. In view of these problems, the research group revised the index system to form a ＂General evaluation index on disease control in province level＂ including 44 indexes from 9 work arears, and ＂Evaluation index on disease control in parts of provinces＂ including 10 indexes from 3 work arears. Conclusion We should strengthen the organization and management of disease control assessment, improve the evaluation index system and evaluating principle of disease prevention and control, and strengthen the use of the evaluation results.
