论构建公众参与立法工作的体制机制

On the Construction of the System and Mechanism for Public Participation in Legislation

公众参与立法工作是立法民主的体现,也是立法发展和公民立法参与权实现的必然要求。公众参与立法需要稳定的工作体制机制来保障。当前立法工作中,应着力建构公众代表的遴选机制、立法信息来源机制、公众参与立法的程序机制、立法的公意表决机制等。

The public participation in legislation not only reflects legislation democracy,but also becomes an inevitable necessity to achieve the development of legislation and the rights of citizens to participate in legislation. Public participation in legislation depends on a stable system and mechanism. In the current legislation work,we should focus on the construction of a selection mechanism of public representatives,an information- source mechanism of legislation,a procedure mechanism for public participation in legislation,a vote mechanism of the public opinions on legislation and so on.
