编者按：前沿技术是高技术领域中具有前瞻性、先导性和探索性的重大技术,是未来高技术更新换代和新兴产业发展的重要基础,是国家高技术创新能力的综合体现。超前部署一批前沿技术,将充分发挥科技引领未来发展的先导作用,提高我国高技术的研究开发能力和产业的国际竞争力。2006年,国家颁布《国家中长期科学和技术发展规划纲要（2006—2020）》（简称《纲要》）,将＂前沿技术＂作为重点领域进行规划和部署，并确立了系列优先主题。
In 2006, the state promulgated ＂Long-term Scientific and Technological Development Plan （2006-2020）＂（referred to Outline）,＂biotechnology＂ is listed as one of the priority themes cutting-edge technology. Considerable progresses have been made in the fields of Biotechnology, but in the implementation process still encounter some challenges. This paper reported that since the promulgation of ＂outline＂, the technical implementation of the tasks of advances in bio-technology, and policy recommendations of many experts in the field.
