我国海洋技术特别是深海技术研发投入晚,提高深潜装备国产化水平,形成完备的作业能力与有效的运行管理机制,加大对深海生物资源探查缺乏技术和装备的支持,进行有效的科学研究和资源的开发利用,对实现我国海洋技术的跨越式发展意义重大。本刊综合报道了《国家中长期科学和技术发展规划纲要(2006-2020年)》实施以来,我国海洋技术领域的进展和成效,以及许多专家就未来发展提出的政策建议。
