Courts pilot new measures to ensure the independent and impartial exercise of power Lu Guoyi,deputy head of Beijing＇s Fangshan District,went on trial at the Beijing No.4 Intermediate People＇s Court on November 25,2015,not for any personal wrongdoing,but on behalf of the defendant-the district government.The intermediate court,established at the end of 2014,was created as a pilot for judicial reform.
