摘要
近年来在依法治国、从严治党的原则下,我们党加强了干部队伍管理,党风政风得到了一定好转。但新背景下干部队伍中出现了新问题,一些干部不求有功,但求无过,对群众的诉求推诿扯皮,消极怠工,对各项工作不愿担当、不敢担当,或无能担当。这种"为官不为"现象有三个特征,即:不愿为、不敢为、不会为。在当前社会背景下这种现象的出现,既有一些干部的主观原因,也有复杂的客观原因。今后我们要从加强法制、加大法律执行力度和监督力度、列出官员权力清单、沟通上下联系渠道、发动群众监督等方面探索治理"为官不为"现象的新路径。
In recent years, under the principle of governing the nation according to the law and strictly strengthening party discipline,the CPC has strengthened its administration of government officials, therefore the party and government ethos has been greatly improved. However, there are new problems popping up to the government officials. Some of them neglect their duties only because they want to make no mistakes. They lack courage to shoulder their due responsibilities. This kind of neglecting of their duties is displayed in the following three behaviors: unwillingness to shoulder duties; lack of courage to shoulder duties; lack of competence to shoulder duties. This is caused by both objective and subjective facts. We should strengthen the governance according to law,strengthen the execution and supervision of laws, make clear the responsibility list of government officials, make smooth the communication channels between government officials and the citizens, and encourage the public to supervise the performance of government officials so as to explore new ways to prevent them from neglecting their duties.
