实施新资本管理对中小银行的影响研究——以湖北银行业法人机构为例

The Effects of the New Capital Management on the Small and Medium Banks:a Case Study of the Corporate Bodies in Hubei province

2012年,银监会发布了《商业银行资本管理办法(试行)》(以下简称《办法》)。作为中国版的巴塞尔协议,《办法》吸收了国际金融监管改革的最新成果,提出了符合中国实情的资本充足率计算标准和方法,对商业银行的发展产生了深刻影响。研究《办法》对商业银行的影响,对于评估政策效应、提升资本监管有效性、推动银行业转变发展方式、增强银行体系稳健性,均具有重要的理论意义和实际价值。本文以湖北地方法人银行机构作为样本,对新资本管理实施的影响进行了实证研究。研究结果表明,新资本管理对中小银行的发展在约束信贷扩张、加快信贷结构调整步伐、贷款定价更加合理、明确全面风险管理方向、规范中小银行公司治理等五个方面产生了积极的影响。在此基础上,本文对如何更好地推动商业银行落实《办法》提出了政策建议。

In 2012,China Banking Regulatory Commission（CBRC） issued Rules for Regulating the Capital of Commercial Banks（for trial implementation）（hereinafter referred to as Rules）.As the Chinese version of the Basel Agreement,the Rules has exerted a profound influence on the development of China＇s commercial banks,as it has absorbed the latest achievement of the reform of international financial regulation and pushed forward the standards and calculation methods of capital adequacy that conform to China＇s national conditions.It has important theoretical and practical significance for evaluating the effect of banking policy,enhancing the efficiency of capital regulation,promoting the transformation of commercial bank＇s development pattern,and reinforcing the stability of banking system.This paper conducts an empirical research on the effects after the implementation of the new capital management with the local corporate bodies in Hubei province.The results show that the new capital management has positive effects in five aspects：constraining credit expansion,accelerating the credit restructuring,rationalizing the loan pricing,identifying the direction of holistic risk management,and regulating the corporate governance of commercial banks.Based on the results above,this paper proposes suggestions on how to facilitate commercial banks＇ implementation of the Rules.
