浙江省蚕桑政策性保险试点综述

Rewiew of Sericulture Policy Insurance in Zhejiang Province

蚕桑是我省的传统优势产业,也是农业十大主导产业之一,长期以来为农业增效、农民增收发挥了积极的作用。但近年来,由于多种原因蚕桑产业出现了快速萎缩趋势,其中养蚕风险的加剧,已逐渐成为制约我省蚕桑产业稳定发展的主要因素之一。为探索稳定发展蚕桑产业的对策措施,2013年起,淳安、海宁、湖州先后开展了政策性养蚕保险试点,为进一步完善健全蚕桑保险制度,我们通过调研,总结了养蚕保险试点的经验与问题,提出了对策建议。

Sericulture is the traditional industries in our province and one of ten leading industries of agriculture,for a long time for agricultural synergism,farmer is added close play positive role. But in recent years,due to a variety of reasons of sericulture industry the rapid shrinking trend,which increased risk of sericulture,has gradually become one of our province sericulture industry and stable development of the main factors restricting. In order to explore the Countermeasures for the steady development of sericulture industry,starting in 2013,Chun＇an,Haining,Huzhou has launched a pilot sericulture insurance policy. In order to further improve and perfect the insurance system of sericulture,we through the investigation and study,summed up the experience and problems of sericulture insurance pilot. Countermeasures and suggestions were put forward in this paper.
