摘要
根据层次分析法,以地震应急基础数据库为基础,选取科学、客观、可量化和易操作的应急能力评价指标,以为模型,建立了广东省县(市)地震应急能力评价指标体系,并计算了广东省县(市)地震应急能力指标。结果显示:广东省县(市)的政府组织能力、救援力量和物资保障能力相对较强,而灾情收集能力和财政保障能力较弱;广东省县(市)地震应急分项能力和综合能力存在明显的地区差异,珠江三角洲、河源、汕头和阳江等地区地震应急能力较强,粤东、粤北及粤西北地区地震应急能力相对较弱;粤东地区为广东省未来加强地震应急能力建设的重点区域。
With the analytical hierarchy process(AHP), and based on the earthquake emergency basic data,the paper selects a series of scientific, objective, quantifiable, quantifiable and easy operation factors to establish the Guangdong earthquake emergency response capacity index system. Then the paper calculates the index of all counties in Guangdong province. The main results show that counties of Guangdong province are strong atgovernmental organizations, rescue workers and material support, but weak at collection for condition of earthquake and financial security. There are obvious regional differences in the earthquake emergency response capacity in Guangdong province. The Pearl River Delta area, Heyuan, Shantou and Yangjiang have a strong earthquake emergency response capabilities, and the capacity of eastern, northern and northwest of Guangdong province is weak. Enhancing the earthquake emergency response Capacity for eastern of Guangdong province is the focus of future work.
