改革开放以来中等职业教育学费政策的演变与思考

On the Evolution of Tuition Policy of Secondary Vocational Education Since Reform and Opening up

改革开放以来,我国中等职业教育学费政策经历了由免费到收费再到免费的不断变化的过程,演变原因在于经济的发展和社会的进步、对职业教育公益性认识的加深、教育公平的推进及对农村教育的关注。但免学费政策在实行过程中存在资金发放滞后、配套标准不一、覆盖面不全等问题。因此,应通过加强资金透明度、加大投资力度、完善法律法规等措施,促进中等职业教育更好、更快的发展。

Since Reform and Opening up,China＇s secondary vocational education tuition policy changed from free to fee and then to re- free in the process,which is due to economic development and social progress,deepened understanding of public character of vocational education,promotion of education fair and focus on rural education. But there are some problems such as lag granting of funds,various supporting standards,incomplete coverage and so on,in the implementation of tuition policy. Therefore,secondary vocational education should be developed better and faster by the measures of strengthening of funds transparency,increasing investment,improving laws and regulations and so on.
