On Three Levels of the Modernization of National Governance

党的十八届三中全会明确改革的目标是推进国家治理现代化,其内容包含三个层面:中央层面的职能和任务是科学做好顶层设计,调查监督地方治理;地方治理是国家治理体系的中间环节,核心在于上通下达;基层治理主要是自谋自治,构成国家治理的基础与根本,是国家治理现代化的最终体现和现实出发点。坚持问题导向,切实深化改革,要求正确处理国家治理这三个层面的相互关系。

The Party＇ s Third Plenary Session of the Eighteen clearly put forward that reform goal is to promote the modernization of national governance with three levels as follows ：the functions and tasks of the central level is to make the top - level design and supervise the investigation of local governance ;local governance is the in- termediate link of national governance systems ; grassroots governance is mainly self autonomy, constitute the ba- sis and foundation of national governance which is governance of modern national final reflection and realistic starting point. Adhering to problem orientation, deepening the reform, the relationship between national govern- ances reauires to be handled.
