摘要
"十三五"时期是全面建成小康社会的决胜阶段。精准扶贫是一项时间紧迫、任务艰巨的在建民生工程。政府部门作为扶贫开发过程中的责任主体发挥着不可替代的作用和价值。
Thirteen ;five period ： is a fully - completed - stage of well - off society. Precise alleviation poverty is an urgent and arduous task in the construction of livelihood projects. Government departments as the main re- sponsibility for poverty alleviation and development process plays an irreplaceable role and value.
