摘要
目的 :了解上海市区(县)定点医院结核病诊治岗位人力资源配置现状,并评价其按人口分布、患者分布和地理分布配置的均衡性。方法 :对2012年上海市17个行政区(县)共30家定点医院结核病诊治岗位上的264名医务人员进行问卷调查,采用洛伦茨曲线和基尼系数分析上海市区(县)定点医院结核病诊治人力资源配置的公平性。结果 :目前上海市区(县)定点医院结核病诊治人员区(县)均配备15.6人,按照服务人口、结核病患者和地理面积分布的基尼系数分别为0.45、0.69和0.89。结论 :上海市区(县)定点医院结核病诊治医务人员总体数量不少,但区域间配置存在较大差异,今后人员配置应兼顾服务人口、患者数和地理面积的均衡性。
Objective :To investigate the status of human resources allocation in tuberculosis(TB) diagnosis and treatment positions in county/district designated hospitals in Shanghai;to evaluate the equity from the perspective of population,patients and geography. Methods :Questionnaire survey was carried out in 264 medical staff for TB diagnosis and treatment in 30 TB designated hospitals in 17 counties/districts of Shanghai;Lorenz curve and Gini coefficient were used to evaluate the equity. Results :There were 15.6 medical staff per district/county on average for TB diagnosis and treatment in county/district designated hospitals in Shanghai. Gini coefficients for the distribution of population,patients and geography were 0.45,0.69 and 0.89,respectively. Conclusion :There are a certain number of medical staff for TB diagnosis and treatment in county/district designated hospitals in Shanghai;significant regional differences do exist. Therefore,it is suggested that the balance of population,patients and geography be taken into consideration when TB human resources are allocated.
