摘要
目的 :开展基层卫生监督机构效能评价与分析,为改善卫生监督机构工作效能,完善卫生监督有关政策、法规提供依据和参考。方法 :以河南省《2014年度国家卫生监督系统信息年报》为数据来源,运用灰色综合评价原理及方法,对样本省辖市全部基层卫生监督机构的20项工作评价指标进行效能综合评价与分析。结果 :从总体灰色关联度看,样本地区卫生监督系统灰色关联度值均在0.5以上,其中洛阳市(r=0.712 7)和驻马店市(r=0.709 6)的关联度值较高,濮阳市(r=0.563 5)和三门峡市(r=0.543 9)灰色关联度值较低;从各构成指标灰色关联系数看,"卫生监督信息建档"和"经常性卫生监督覆盖"两项指标的关联系数值较高(ε>0.6),而"卫生监督监测"和"案件查处"两项指标的灰色关联系数值较低(ε<0.4)。结论 :样本地区卫生监督工作效能仍有提升空间,卫生监督监测和案件查处能力是影响基层卫生监督机构工作效能的主要因素。
Objective :To conduct a performance evaluation and analysis for health inspection and supervision institutes at gross-root level,and to provide basis and reference for improvement of the policies,regulations and the related performance. Methods :Data was mainly collected from the Annual report of national health inspection system in 2014. The grey comprehensive evaluation theory and method were used and the comprehensive evaluation of 20 performance indicators of municipal health inspection and supervision institutes was conducted. Results :The grey correlation degree of all provincial cities in Henan Province were greater than 0.5,and Luoyang(r=0.712 7) and Zhumadian(r=0.709 6) were higher,Puyang(r=0.563 5) and Sanmenxia(r=0.543 9) were lower. Indicators of health inspection and supervision information records and regular health supervision coverage had higher correlation(ε〉0.6) than others,while health supervision and monitoring,and case investigation(ε〈0.4) had relatively lower correlation. Conclusion :In the sample area,health supervision work performance still has room to be improved. Health supervision and monitoring,and case investigation ability are the main factors most affecting health inspection and supervision institutes.
