村民自治的转型动力与治理机制——以成都“村民议事会”为例

The Impetus of Transformation and Governance Mechanism of the Villager Autonomy——Based on "The Villagers Council" in Chengdu

村民自治嵌入在国家治理结构中,并适应着国家治理的转型。税费改革以前,村民自治具有突出选举的实践倾向,承载着基层政治民主化的期许。面对税费改革以来村民自治陷入的困境,四川省成都市以"村民议事会"为核心的实践探索开辟了一条村民自治与政府治理有效结合的路径,从而推动村民自治由选举向治理的转型。基于"成都模式"的启示,地方政府应以资源输入为契机,加强基层组织建设,调动农民参与,实现村民自治与政府治理的共赢,这是提升基层治理能力建设的应有之义。

The villager autonomy embedded in the national governance structure,and adapt to the transformation of national governance. Before the reform of taxes and fees,the villager autonomy has formed a practice orientation of highlighting the election,and bears the function of the grass-roots political democratization. Facing the governance dilemma since the reform of taxes and fees of the villager autonomy,the practice in Chengdu,Sichuan province,whose core is ＂ the villagers council＂ has opened up a path which combined the villager autonomy and the government administration effectively,thus promoting the transformation of villager autonomy from election to governance. Based on the revelation of Chengdu experience,the local governments should use the resource inputs as an opportunity to strengthen the construction of grass-roots organization,mobilize the peasants to participate in,to realize the win-win between the villager autonomy and the government administration,which is something inherent in improving grassroots organizations＇ governance ability.
