清末著名经济思想家陈炽对当时被忽视的农业问题给予了高度关注,深入探讨了自然环境与民生的密切关系,提出自然环境的破坏是经济衰退的重要原因,改善自然环境,兴水利、广种树是发展经济、改善民生的积极手段。陈炽将改善环境从而解决民生问题放在经济发展首位的生态与民生思想,是近代中国经济思想史极其珍贵的思想遗产。

Famous economic thinker Chen chi of the late Qing Dynasty paid high attention to agricultural problem at that time. He deeply discussed the close relationship between natural environment and people＇s livelihood,put forward that the reason of recession is destruction of natural environment,and held that improving natural environment,constructing water conservancy and widely planting tree were positive means of developing the economy and improving people＇ s livelihood.Chen Chi＇s thoughts about ecology and people＇s livelihood by improving environment to solve the livelihood problems in the first place is extremely precious ideological heritage of the modern Chinese economic thought history.
