Integrating Intelligence Flow: A Study on Organizational Structure and Operating Mechanisms of Think Tanks in China

[目的/意义]我国智库存在建设跟不上、不适应国家发展所面临的复杂局面等问题。从融合情报流程和完善智库运行机制的视角,来探讨智库建设途径具有现实和理论的价值。[方法/过程]在对智库内涵梳理的基础上,分析了智库的组织结构和运行机制,论述了情报工作和智库运行机制之间的关系,最后从智库服务宗旨的确立、组织体系的建设、智库研究工作机制的建设以及智库生态环境的建设等方面,探讨了我国智库运行机制的构建和智库建设的途径。[结果/结论]情报工作是智库运行机制的重要基础;智库运行机制是情报流程、智库管理流程的有机融合;智库建设应以组织结构建设为基础,情报工作流程融入智库研究为支撑,智库生态环境构建为支撑的三方联动。

[Purpose / Significance]There are certain complicated problems in the process of Chinese think tanks＇ construction,such as construction lagging and not adapting to the national development. It is of great practical and theoretical value to explore the approaches to construct think tanks from the viewpoint of integrating intelligence flowand operating mechanisms of think tanks. [Method / Process]Based on defining the connotation of think tanks,this paper expatiates on the organizational structure and operating mechanisms of think tanks and elaborates their relationships. In the end,from the perspectives of establishing the serving tenets,constructing the organizational system,building operating mechanism and developing the ecological environment of think tanks,the paper mainly discusses the building of the operating mechanism and the ways to construct think tanks in China.[Result / Conclusion]Our conclusions are that intelligence services are important foundations of think tanks,operating mechanism of think tanks is fusion of intelligence and management flow,and the building of think tanks should be based on constructing the organizational system,building an operating mechanism leading to the integrating of intelligence flow,and developing the ecological environment of think tanks.
