摘要 [目的/意义]开展科学家创新力评价工作对资源匹配、人才引进、人才评价等都具有极为重要的理论意义和现实意义。然而,当前针对科学家的评价指标多为单一指标,综合性指标研究较少,不能全面衡量科学家的创新力。为此,本文的目的是在借鉴现有创新力和竞争力评价的理论和方法基础上,设计用于科学家创新力评价的综合性模型。[方法/过程]在文献15所构建的科研单元创新力评价模型的理论基础上,结合科学家创新力的实际特点并考虑可操作性,设计出包含了人才计划、SCI论文数、授权发明专利数、复合合作强度、篇均被引频次和国际任职等6个指标的科学家创新力评价模型。[结果/结论]论文在实证分析部分选取中国科学院的40位工业生物技术领域的科学家进行了比较分析工作,验证了科学家创新力评价六元模型可以反映科学家的综合创新力,并克服单一评价指标的片面性问题,较为全面地呈现科学家的创新力。在应用潜力方面,该模型除适用于评价生命科学领域的科学家外,还可以经适当修订应用于其他学科领域。 [Purpose / Significance] It is very important for the works of resource matching,talent introduction and talent evaluation to carry out evaluation of scientists' innovation abilities both at the theoretical level and the practical level. However,most of the indicators used at present are single indicators failing to reflect the innovation abilities of scientists comprehensively. Therefore,the purpose of this article is to construct a comprehensive model of innovation capabilities to evaluate scientists based on the theories and methods used by existing works about analysis on innovation or competition capabilities. [Method / Process] Based on the theory of Evaluation Model of Scientific Research Units in Ref. 15,combined with the characteristics of scientists' innovation abilities,the paper constructs a Six-Factor Evaluation Model with six factors,such as talent planning,SCI papers,authorized patent number,CCS,average citation rates and international position. [Result / Conclusion] Forty scientists of industrial biotechnology are chosen to conduct an empirical analysis. The results suggest that the evaluation model proposed could reflect the comprehensive innovation ability of scientists and overcome the weakness of the single indexes once adopted in related researches. The model could also be used to better evaluate the scientists from other fields with necessary modification.
