摘要
[目的/意义]携带着创新知识和技术的研发人员在区际间的动态流动将会对各地区创新活动的开展产生重要的影响,通过深入分析研发人员的流动与地区创新收敛之间的关系,为促进中国研发人员的合理流动,统筹区域创新发展,进而推动经济的健康增长提供有益参考。[方法/过程]基于2000-2013年中国大陆30个省级行政区域的面板数据,运用引力模型对研发人员的跨省流动量进行测算,并在此基础上采用空间计量分析技术,实证考察了研发人员的区际流动是否对地区间创新的收敛有促进作用。[结果/结论]研究发现,研发人员的区际流动能够显著促进中国地区创新的收敛,而户籍制度改革对研发人员的流动有显著的推进作用。
[Purpose / Significance] The interregional flowof RD personnel carrying innovation knowledge and skills has great impact on regional innovation activities.By analyzing the relationship between RD personnel' mobility and the convergence of regional innovation,this article aims to provide policy implications for facilitating the rational flowof RD factors,integrating the innovation development of various regions,and promoting the sustainable development of China at last. [Method / Process] It evaluates the flowof RD personnel by gravity model,and empirically examines the relationship between the interregional flowof RD personnel and the convergence of regional innovation using the method of spatial econometric analysis,based on the provincial panel data of the 30 provinces in China during2000-2013.[Result / Conclusion] It is found that the interregional flowof the RD personnel could significantly promote the convergence of China's regional innovation,and the household registration reform plays an important role in promoting the interregional mobility of RD personnel.
