摘要 现行《生活饮用水卫生标准》(GB 5749—2006)已实施8年多,该标准全文强制且要求所规定的106项水质指标最迟于2012年6月30日以前全部实施,但是到目前为止其"强制性"并没有得到完全体现。其中的原因固然很复杂,但标准自身存在一定技术缺陷,饮用水水质标准体系不健全,相关标准错位、支撑力度不够是一个重要因素。通过对现行相关标准的分析,试图引入负反馈控制理论,构建我国饮用水水质标准体系,并对标准制(修)定提出相应的建议。 The Standards for Drinking Water Quality (GB 5749 -2006) has been executed for more than 8 years. Although this standard defined the mandatory requirements for 106 water quality indi- cators, which were obligated to be wholly implemented no later than June 30th, 2012, yet the require- ments were not met completely due to complex reasons. One of the most critical factors was that the standard itself has technical defect, the system of drinking water quality standard is imperfect, and relevant standards are not in compliance with and supportive to this standard. Therefore, by analyzing the current effective relevant standards, the negative feedback control theory was introduced to build the na- tional drinking water quality standard system. The corresponding suggestions for establishment (modifica- tion) of the standard were made.
