中国区域工业结构生态化水平的测度与比较——基于福建、江西、宁夏37个行业2006～2012年数据

The Measurement and Comparison of Chinese Regional Industrial Structure Ecology Level: Based on 37 Industries' Data from 2006 to 2012 in Fujian, Jiangxi and Ningxia

提出了工业结构生态化的概念,并测度和比较了福建、江西、宁夏三省份的工业结构生态化水平。首先,构建了测度省域工业结构生态化水平的指标体系——工业结构生态效率,该指标分为三级子指标,组成因子兼顾了经济增长、能源节约与环境保护目标。在此基础上,以我国东部、中部、西部具有较好代表性的福建、江西、宁夏2006~2012年数据进行了实证分析,分别测度了三省份的工业结构生态化水平,并横向比较了三省份工业结构生态化演进中的异同。结果表明,福建、江西、宁夏的工业结构生态化程度整体上差异较大,各省工业行业之间的生态效率也各不相同。我国东部、中部、西部工业结构的生态化转型面临着不同的国情与任务,应当从扩大清洁能源使用规模、改变废弃物排放与利用模式、促进高生态效率行业的发展等方面推动工业结构生态化的进程。

This paper innovatively proposes the concept of industrial structure ecology, and measures and compares the industrial structure ecology level of Fujian, Jiangxi and Ningxia. Firstly, it builds the index system to measure the industrial structure ecology level of industrial structure ecology efficiency for each province. This index system contains three levels, taking into account the overall economic growth, energy saving and environmental protection objectives. Furthermore, this research quantitatively measures the level of industrial structure ecology from 2006 to 2012 of three provinces including Fujian, Jiangxi and Ningxia, which can well represent China＇s eastern, central and western area, and then this research horizontally compares similarities and differences of the three provinces in the evolution process of the industrial structure ecology. The results show that there are significant differences of industrial structure ecology degree in Fujian, Jiangxi and Ningxia, and different ecological performance in various industrial sectors. China＇s industrial structure ecological transformation has different situations and tasks in the eastern, central and western area. In order to promote the process of industrial structure ecology, each province should expand the using scale of clean energy, chang the discharging and using patterns of waste, and promot the development of industries to have a high ecological performare.
