摘要
针对油气田企业科技项目效益量化难的问题,通过剖析科技成果表现形式,提出了按"特征属性"界定科技项目的分类方法,运用技术经济学的"投入产出平衡原理",研究建立了三大类7个亚类的不同类型项目科技投入回报与成果效益量化评价模型,确定了科技项目的效益评价指标体系,采用归一化处理模型,使所有科技项目在同一平台上效益量化排序,增强了项目创造价值的可比性。通过某企业2013年48项科技项目的效益评价,进一步证实了研究成果的实用性。
Focusing on the bottlenecks to quantify the economic results from technological projects of oil and gas field enterprises and analyzing the performance forms of technological results,this paper comes up with the classification method to define technological projects according to "characteristics and properties." The evaluation models are established on the basis of "the principle for equilibrium between investment and production" proposed in technological economics to quantify the investment returns and economic results of technological projects in seven sub-types of three main categories. The system of evaluation indexes for economic results of technological project is determined at the same time. The normalization model is adopted to order the quantitative economic results of all technological projects on the same platform to increase the comparability of values created from the projects. The research results have been further confirmed as applicable through evaluation of economic results from 48 technological projects launched by a certain enterprise in 2013.
