科研生产项目分级管理探索与实践

Management of Research and Production Projects at Various Levels

中海油研究总院针对近几年科研生产项目数量激增、管理难以到位等问题,优化项目管理模式,实施项目分级管理。按照规模大小、难易程度、任务来源、研究期限等因素,将科研生产项目分级,逐步将项目管理主体由集中管理转移至分层次管理。分级管理分为两个阶段:第一阶段(2013—2014年)将项目分3个层次,研究总院科技管理部负责一、二级项目管理,二级院(中心)负责三级项目管理;第二阶段(2015年至今)将项目分为研究总院级别与院(中心)级别,科技管理部负责研究总院级项目管理,二级院(中心)负责院(中心)级项目管理。通过分级优化管理,项目管理更加清晰、有针对性,做到重要项目重点跟踪,进一步提升管理有效性和风险把控能力,项目管理质量和效能大幅提高。

The research and production projects of CNOOC Research Institute have increased rapidly in recent years,making management of those projects very difficult. The research institute optimized the project management pattern and managed the projects at various levels. The research and production projects were classified into different levels according to project scale,extent of difficulty,source of task and research period so that those projects can be gradually brought under management at various levels instead of concentrated management. There are two stages for management at different levels. In the first stage（2013-2014）,the projects were divided into three levels. Technological Management Department of CNOOC Research Institute was in charge of management of the projects at the first and second levels. The secondary research institutes（centers） were in charge of management of the projects at the third level. In the second stage（2015-now）,the projects are managed at the level of CNOOC Research Institute and the level of the secondary research institutes（centers）. Technology Management Department manages the projects at the level of CNOOC Research Institute while the secondary research institutes（centers） are in charge of management at the level of research institutes（centers）. Project management is clarified on the basis of classification and optimization,facilitating follow-up of the key projects. As a result,the quality and efficiency of project management are substantially improved with risks better brought under control.
