加强油气资源管理的几点想法

Enhance Management of Oil and Gas Resourcess

油气资源是重要的战略资源,油气资源管理是一项庞大的系统工程。文章回顾了我国改革开放以来油气资源管理历程,指出国家进一步加强这方面工作,需牢固树立三个观念,扎实做好四项工作。必须树立的三个观念是:客观的资源评价是正确决策的前提;知己知彼、扬长避短、取长补短,才能有真正的话语权;资源的经济价值取决于企业能力。四项工作是依法治矿、地位超脱,重视特点、整体研究,深入调研、继承发展,国内国外、一篇文章。在油气资源经营管理中,提出了应更好地发挥市场和政府的作用,多储备油气;加大引进优秀人才力度;及时调整境外油气资源结构;加强与"一带一路"国家合作开发油气;设立"石油上游业发展基金"等建议。。

Management of oil and gas resources is a huge system project thanks to importance of the strategic resources. This particle briefs about the process of oil and gas resources management after China restructured its economy and opened to the outside world. It points out that the country should further enhance the efforts in this area. It is necessary to establish these three conceptions – objective assessment of resources regarded as the precondition for making correct decisions,acquiring the final say by learning from others＇ strong points to offset our own weaknesses,and the economic value of resources determined by capability of enterprises. The efforts should be focused on four tasks – management of mineral areas under laws,attaching importance to characteristics,making in-depth study for sustainable development,and focusing on the domestic resources while using foreign resources as supplement. The article comes up with a series of suggestions,such as allowing the market and government to play bigger roles in management of oil and gas resources,stockpiling more oil and gas,attracting more excellent talents,adjusting the structure of overseas oil and gas resources,stepping up oil and gas cooperation with the Belt and Road countries and launching the ＂fund for petroleum upstream industrial development.＂
