摘要
以中国碳排放权交易试点省市为研究对象,针对碳排放权分配中"预留量"问题,提出试点省市之间"弱关联性"的定义,并建立了WD ZSG-DEA模型,评价分析了2013年中国碳排放权交易元年的碳排放权分配效率,探寻了中国碳排放权公平合理分配路径。结果显示:2013年我国七大试点省市碳排放权分配效率较高,北京、重庆、广东、深圳为第一层次,上海、湖北次之;基于"弱关联性"的WDZSG-DEA模型与传统ZSG-DEA具有相同的效率调整结果,且迭代次数较少;考虑"弱关联性"的中国碳排放权交易试点省市的均衡调整量额度可以表现碳交易市场按时履约的困难程度。最后,按照WDZSG-DEA迭代结果,得出我国试点省市碳排放权分配结果及调整路径。
With carbon emission allowances trading pilot cities in China as the research object,considering the "Reserved allowances"issue of carbon emission allowances distribution in China,this paper firstly defined the"weak dependence"among the decision making units of DEA analysis,amended the traditional ZSG-DEA model,and established WD ZSG-DEA model. And then,it evaluated and analyzed the distributional effects of Chinese carbon emission allowances in 2013. Results showed,the effect sorting of carbon emission allowances distribution in Chinese seven pilot cities of 2013 was Beijing,Chongqing,Guangzhou and Shenzhen,Shanghai and Hubei was in second. WD ZSG-DEA model has the same effects adjusting results with traditional ZSG-DEA,and iterations was less. Considering the balance adjustment quantity limit of Chinese carbon emissions trading pilot cities with " weak dependence" can show the difficulty of carbon trading market performing in time. At last,according to the WD ZSG-DEA iteration results,it calculated the carbon emission distribution results and adjustment path in pilot cities of China.
