河北省新型城镇化公共文化服务体系建设研究

Study on System Construction of Public Cultural Service under the Framework of New Urbanization in Hebei Province

在全国新型城镇化建设的大格局下,如何在推进城镇化和工业化的同时提高公共文化服务水平,是河北省经济社会发展面临的重要课题。目前河北省公共文化服务体系建设相对滞后,小城镇和农村的发展现状更是不容乐观。因此,应从政府职能、服务理念、政策法规、体制机制、基础设施、资金投入及人才队伍建设等方面加强与完善,促进新型城镇公共文化服务体系朝着一体化目标迈进。

Under the new framework of urbanization in China, how to improve the public cultural service in the course of urbanization and industrialization is an important project that Hebei Province is confronted with in economic and social development. After combing and analyzing the existing problems in the system of public cultural service, this paper puts forwards some strategic suggestions in the aspects of governmental functions, service concepts, policies and regulations, systems, infrastructure, investment and personnel with the purpose of achieving integration of unban public cultural service system.
