农村突发事件舆情预警探微

On Public Opinion Prewarning on Rural Emergency

[目的/意义]及时的舆情预警能有效降低农村突发事件造成的损失。[方法/过程]调研我国农村地区舆情预警工作现状,分析其存在问题,提出相关对策建议。[结果/结论]发现我国部分农村已经配备舆情专门人才队伍、初步形成舆情报送机制、预警发布渠道趋向多元化、相关制度法规正在逐步建立,但存在着舆情监控随意性、舆情报送形式化、预警设施落后和管理欠规范等问题,严重影响应对突发事件的成效。提出优化舆情监控、畅通报送渠道、健全舆情警报体系和完善预警保障措施4个方面的对策建议。

[Purpose/significance] Timely public opinion prewarning can decrease the loses caused by rural emergency. [Method/process] The paper investigates status quo of public opinion prewarning management in China’s rural area, analyses its existing questions and puts forward relative countermeasures. [Result/conclusion] The paper finds that partial rural area equips with specialized personnel for public opinion prewarning and formulates preliminary reporting mechanism; prewarning distribution channel becomes diversified; and relative laws and regulations are being established; however, there are some problems such as casual supervision, formalized reporting, poor infrastructure, and informal management, which affect seriously the effect of responding to emergency. The paper puts forward four countermeasures including optimizing public opinion monitoring, smooth reporting channel, perfecting public opinion alarm system and improving prewarning safeguards.
