网络舆情监测预警机制研究

Study on Monitoring and Early-warning Mechanism of Internet Public Opinion

[目的/意义]建立网络舆情监测预警机制对于应对网络舆情危机和维护社会秩序稳定具有非常重要的意义。总结网络舆情监测预警实践,构建网络舆情监测预警机制,能为及时把握舆情发展规律、有效应对舆情危机提供思路。[方法/过程]以网络舆情作为切入点,总结近年网络舆情监测预警研究成果,提出网络舆情监测预警途径,并构建相应机制。[结果/结论]提出对网络舆情实施有效监测和预警的途径,包含增强网络舆情危机意识、成立网络舆情处置部门和建立网络舆情快速反应体系3个重要环节,构建网络舆情监测预警机制的本质是构建网络舆情数据收集机制、网络舆情分析研判机制、网络舆情分级报警机制以及网络舆情控制机制。

[Purpose/significance] Construction of monitoring and early-warning mechanism is of an important meaning for coping with Internet Public Opinion（IPO） crisis and maintaining safeness and stability of the society. Summarizing practical experiences of monitoring and early-warning of IPO and constructing corresponding mechanism can provide thinking for discovering of the law of IPO and adopting effective countermeasures for IPO crisis. [Method/process] The paper takes IPO as a pointcut to summarize recent research results on monitoring and early-warning of IPO, put forward ways to early-warn IPO and establish corresponding mechanism.[Result/conclusion] The paper proposes ways to effectively monitor and early-warn IPO, including 3 important parts of strengthening crisis consciousness, setting up disposal department and fast response system, the essence of constructing monitoring and early-warning mechanism of IPO is to construct data collection mechanism, research and judgment mechanism, hierarchy alarm mechanism and control mechanism of IPO.
