海事监管模式面临改革,船舶签证取消后,构建新的海事规费征管模式已成为目前亟待解决的问题。文中从海事规费征稽面临的社会环境与发展需求出发,分析海事规费征稽现状和存在的问题,提出海事规费征稽机制的完善和发展对策。

With the maritime achninistrative mode to be refomled, to develop a new mode for maritime charges collection has become very urgent after the abolistmaent of ship endorsement.
