高校教代会制度的政治逻辑、存在问题及改革措施

The Political Logic,Problems and Reform Measures of the College Staffs Congress System in Universities

教代会是在特定历史环境下由国家上层权力发起组建的,民主管理、民主监督是教代会制度设计的核心职能。伴随着时代发展、人类的进步,以及高校人文变化,高校教代会的地位正趋边缘化,其核心职能正日益弱化。本文通过梳理教代会制度的政治逻辑,结合国内某高校教代会的调研案例,分析了高校教代会存在的主要问题及其成因,并提出新形势下需要采取"去行政化"措施对教代会制度进行改革。目的在于完善高校教代会制度体系,充分发挥高校教代会的职能作用。

The College staffs congress system in Universities was initiated by the state of the upper power in a particular historical environment. Democratic management and democratic supervision are the core of the system. With era development,human progress and cultural changes of colleges and universities,the position of the college staffs congress is marginalized of which core function is increasingly weakened. This paper analyzes the main problems and causes of the college staffs congress by analyzing the political logic of the college staffs congress system,combining with the method of documentary and case of one domestic college staffs congress. Finally,it puts forward ＂de-administration ＂ measures to reform college staffs congress system under the new situation. The purpose is to improve the system of college staffs congress in Universities,giving full play to the functions of college staffs congress.
