我国PPP模式发展的现存问题及对策研究

近两年,PPP模式在我国受到了前所未有的关注,国务院、财政部、发改委以及各地方政府陆续出台了数十个文件,在我国公共基础设施建设中积极推广PPP模式。运用PPP模式,对于促进我国经济转型升级、加快新型城镇化建设、深化财税体制改革具有重要意义。经过多年的探索,我国的PPP项目从无到有,在基础设施建设中已初见成效。尽管如此,我国PPP模式发展中仍存在发展质量低下、政府和市场边界不清、风险分担机制不合理等诸多问题。为此,我国必须采取相应措施不断对PPP模式进行规范,以保证其健康可持续发展。

In recent years, PPP model has been paid attention in our country, the State Council, the Ministry of Finance, Development and Reform Commission and the local government have introduced dozens of documents, and actively promotes the PPP mode in the construction of China＇s public infrastructure. Using the PPP mode is important to promote China＇s economic transformation and upgrading, accelerate the construction of new urbanization, and deepen the reform of the taxation system. After years of exploration,China＇s PPP project has achieved initial results in the construction of infrastructure. However, the development of PPP mode development still exist low quality in our country, the government and the market boundary is not clear, and unreasonable risk sharing mechanism in our country. It should take corresponding measures to regulate PPP mode to ensure the healthy and sustainable development.
