卫生费用评价指标的确定应以是否能带来好的健康产出为标准,并与社会经济水平相适应。卫生总费用与GDP关系的相关研究表明,GDP与卫生费用之间有较强的相关性,但二者之间的因果关系以及收入弹性范围存在争议。卫生总费用与GDP关系的研究之所以存在争议,一是与使用的统计学方法、计量经济学模型有关,错误地使用统计学和经济学方法可能导致错误的结论;二是理论研究的结果要结合实际情况,不能盲目将理论研究的结果应用于卫生政策的调整和制定。卫生总费用与健康产出之间相关性的研究存在争议,对于更高水平的卫生费用是否能带来更好的健康产出这一问题的研究,目前尚无定论,这与影响健康产出因素的复杂性有关。

The evaluation indicator of health expenditure was defined on the health outcomes, which was adapted with social eco- nomic development. Related research showed that there was a strong correlation between GDP and health expenditure. But the causal relationship between health expenditure and GDP was still controversial, and so was the range of income elasticity. One was related with the statistical methods and econometric models. The misapplication of the statistical methods and economic methodology could re- sult in wrong conclusion. The other was that the results of theoretical research should be connected with the actual situation, which couht not be applied on the adjustment and design of health policy. The correlation between heahh expenditure and health outcomes was controversial. There was no conclusion on whether health expenditure with higher level could bring better health outcome, but it was related with the eomplexity of health outcome fhctors.
