海峡两岸科技智库交流与合作现状及对策研究

Research on Present Situation and Countermeasures of Exchanges and Cooperation at Science and Technology Think Tank in Cross-strait

当今,学界对两岸智库交流与合作方面的研究甚少,台湾科技智库在科技决策、公众及学术影响力方面差异较大,但都在积极尝试促成两岸交流与合作。近年来,两岸科技智库交流与合作逐步走向常态化。但是,两岸科技智库在交流与合作的层级、内容、平台等方面还存在不足,重学术交流而忽略了政策影响,因此两岸科技智库还需从理念及具体途径入手提高交流与合作的水平和质量。

Currently,there is still very little research on the cross-strait think-tank exchanges and cooperation,but the research on exchanges and cooperation between the cross-strait think-tanks,especially the science and technology think tank,is of great significance to promoting cross-strait exchanges.At present,although there are big differences between the two sides in such aspects as decision-making,public and academic influences,all of them are trying to actively and effectively promote exchanges and cooperation between the two sides.In recent years the exchanges and cooperation in science and technology has gradually become normalized,and the think tank diplomacy is given more attention.However,the cross-strait think-tanks＇ exchanges and cooperation is still insufficient in the aspect of levels,contents and platforms.Academic exchanges are emphasized while the impact of policy is ignored.So the level and quality of exchanges and cooperation between cross-strait science and technology think tank should be enhanced from the concept and the specific ways.
