Complementary Functions of Network Democracy and Their Perfection

互联网背景下产生的网络民主为民主注入了新形式,但其本质并不是一种新的民主模式,而是一种对现有民主起补充与完善功能的民主方式,是一种能够融合理想民主与现实民主的新机制。网络民主在政治、经济、社会等领域发挥着对现有民主的补充功能。与此同时,网络民主也因网络群体极化、集体无意识、网络信息异化等问题存在局限性。应通过创造良好的网络环境、加快网络信息治理的法治化进程、探索网络民主的实践等措施完善网络民主。

Network democracy has injected a new democratic form for democracy on the background of the Internet.However,its essence is not a new democratic model,but a democratic style which supplements and improves the functions of current democracy,and a new mechanism of blending ideal and realistic democracy.Network democracy has played supplementary functions to realistic democracy in political,economic,social and other fields.At the same time,network democracy also has many limitations because of the network group polarization,the collective unconsciousness,the issues of network information alienation and others.Network democracy should be improved by creating agood network environment,speeding up the legalization process of network information governance,exploring practice of network democracy and so on.
