摘要
本文从学前教育义务化的本质特征、儿童的受教育权和身心发展、父母的教育权和优先选择权三个层次来论述学前教育义务化,认为学前教育不应义务化。
Starting from the essential characteristics of the obligation of preschool education, children's right of education and their physical and mental development, parents' right of education and priority option, this paper elaborates the obligation of preschool education, holding that preschool education should not be compulsory.
