人民政协协商民主的现实价值和实践创新

The Practical Value and Innovation of the CPPCC's Consultative Democracy

人民政协是协商民主的主要渠道和基本形式,是中国特色协商民主的主要体现。党的十八大报告指出"要发挥人民政协协商民主的重要渠道作用"。人民政协协商民主对于推进中国特色社会主义民主政治建设,推进国家治理体系和治理能力现代化具有重要现实价值。但是,人民政协在实践运作中还存在一些不足,需要人民政协探索新路径,提升协商民主的作用和实效,协调四家班子之间的关系,完善协商民主工作机制,加强政协委员队伍能力建设,以进一步提高协商民主的实效性。

The CPPCC is the main channel and basic form of consultative democracy,and mainly reflects deliberative democracy with Chinese characteristics. The report to the 18 th Congress pointed out that＂making the CPPCC serve as a major channel for conducting consultative democracy.＂The consultative democracy of the CPPCC has important practical value for promoting the construction of socialist democratic politics with Chinese characteristics and modernizing our country＇s governance system and capacity for governance. However,there are still some deficiencies in practical operation,the CPPCC need to explore a new path to enhance the role and effectiveness of democratic consultation,coordinate the four teams,improve the working mechanism of deliberative democracy,and strengthen capacity of CPPCC members to further enhance the effectiveness of deliberative democracy.
