政策试验的国家治理定位与研究述评

Study and Location of National Governance of Policy Simulation

作为一种中国式的国家治理技艺,政策试验成为中国国家治理的基本环节与常态工具。当前研究聚焦探讨了政策试验的内涵、类型、特征与过程,但对政策试验的理由性、证成性思考和缺陷困境的察识相对缺乏甚至是缺失,及时找回理由与困境这两个中国政策试验研究缺失的视角有助于从价值判断上树立起对政策试验的认可,也有利于拔升政策试验的质量与水准从而助力中国国家治理现代化转型。

As a Chinese style governance skill,policy simulation becomes basic link and normal tools of Chinese governance. Current research focus on the connotation,type,characteristics and process of policy simulation,but is lack of knowledge of the reasons and defect of policy simulation. Reason and dilemma,the two perspectives which is missing,help to build accreditation of policy simulation and improve its quality to help for Chinese modernization of national governance.
