摘要
为了履行公共服务职责、完成公共服务任务,公共部门可采用公私合作的方式来提供公共产品和服务。公私合作伙伴关系(PPP)就是由公共部门和私人部门通过合同形式缔结合作关系,通过合作提供公共产品和服务。这种公私合作模式适用于教育领域。在公私合作关系确立前,相关部门应对采取公私合作方式的有效性和存在的风险予以明确,并为公私合作伙伴关系项目的顺利实施创建科学完善的规制和适宜的合作环境。
In order to perform public duties or complete public tasks,the public sector can adopt different production modes to provide public products or services,including public private partnerships(PPP).In PPP the public sector and private sector become partners through contracts and establish long and flexible cooperation relationships.In the field of education provided by the public sector,PPP is applicable.But in establishing public-private partnerships,the effectiveness and risks should be cleared.In order to implement PPP projects smoothly,it is necessary to create scientific and perfect regulations and suitable cooperation environment.
