摘要社会政策直接面向民众、直接影响社会群体和个人的切身利益,近年来逐渐受到学界、媒体和政府的广泛关注。然而迄今社会政策仍是一个被广泛运用但又缺乏清晰边界的概念。作为一门学科,社会政策必然包括传统学科的相关概念与理论;同时社会政策也需从其他学科的理论基础之上,发展出一套相对独立而又综合的观察、思考的理论框架和研究方法。因此社会政策教学与研究必须被放置于广阔的社会科学领域,从经济学、政治学和社会学及其对应实践领域来探讨理论基础与学科边界问题。 Referring to the guidelines, principles, legislation and activities that affect the living conditions conducive to human welfare, social policy has gradually drawn attention from the academic, media, government and the pubic in China. Although extensively used as both a part of public policy and an academic subject, social policy is hard to defi ne. As an academic subject, social policy needs to borrow theories and concepts from other disciplines. Meanwhile, social policy should develop a set of comprehensive conceptual framework and research methods from its own perspective. In doing so, this paper discusses the link and the differences between social policy and economics, political science and sociology.
