西部民族地区农村养老困境及对策研究——以恩施土家苗族自治州为例

A study on Delimma of Old-age Supporting and Its Countermeasures in Western Ethnic Rural Area:Taking Enshi Autonomous Prefecture of Tujia and Miao Nationalities as the Example

集老少边穷于一体的恩施州具有西部民族地区的典型特征,且兼有自身特殊性,农村养老保障困难重重,高比例的农村老龄人口,相对落后的经济发展水平,家庭养老、土地养老和社会养老遭遇现实难题。探寻破局之路,需结合当地实际,发挥政府的主导作用,积极推进社会化养老服务业发展,发展特色产业,吸引农民工返乡创业,优化家庭养老和土地养老模式。

Enshi,featured with poverty,ethnic minority remote and old revolutional base is faced with many difficulties in providing security for old-aged people in rural areas for its own regional characteristics and the commons of minority areas. High rates of the rurual old-age, backwardness in economic development, troubles in family old-aged supporting modern,land and social supporting moderns are the major problems in old-aged supporting practice. To search its way out,according to the region facters, we should make the governments play the main role, encourage the development of socialized old-age supporting services,undertake industry with speciality,attract rural people to come back home and set up in their own business and promote the family and land supporting modes.
