摘要
以灾害管理为核心的减灾环节前移是防灾减灾工作的发展趋势。为提高灾害管理的科学性和有效性,要求承灾体脆弱性评估趋向精细化。提出以地物为基本评估单元,以土地利用二级分类为基础,形成承灾体脆弱性评估指标体系;在实践中,以平阳县为例,采用3S技术开展评估工作,形成县域内精细化的承灾体脆弱性等级分布图,建立承灾体信息数据库,其成果广泛用于灾害管理相关工作。
A trend of disaster prevention and reduction work is to move forward the mitigation link which takes disaster management as the core. In order to improve the scientificity and effectiveness of disaster management,it is required to refine vulnerability assessment of disaster-bearing body. This paper proposed surface features as the basic assessment unit,taking secondary classification of land use as the basis,and formed vulnerability assessment index system of disaster-bearing body. In practice,taking Pingyang county for example,a disaster-bearing body information database was established by using 3S technology to carry out the assessment and forming a refined disaster-bearing body vulnerability rating graph in this county. The results are widely used in disaster management.
