摘要
要创新社会治理,就必须激发社会组织活力,而制度建设是激发社会组织活力的根本。社会组织的制度环境是国家用以规范社会组织行为和活动的正式制度和非正式制度的统称。这些制度的集合体是决定社会组织生存发展的重要外部条件。可以把影响社会组织活力的制度环境分为宏观制度环境、微观制度环境和制度执行环境三类。社会组织活力是指社会组织的生命力,实质上就是社会组织的生存与发展问题。可以用社会组织的社会认同度、参与公共服务的积极性、资源动员能力和社会组织之间的竞争性四个指标来测量社会组织活力。要激发社会组织活力,就必须优化宏观制度环境、微观制度环境和制度执行环境。
In order to innovate social governance,activating the energy of social organizations is necessary,and the essential key to activate it would be the institution construction. The institution environment of social organizations is the general term of both formal and informal institutions to regularize behaviors and activities of social organizations. The aggregate of these institutions is the important external conditions which determined the existence and development. The institution environments which have impact on the energy of social organizations can be divided into three parts,macroscopic institution environment,microcosmic institution environment and institution execution environment. The definition of the social organization energy is its vitality,the existence and developments of social organizations actually. Four indexes can be used to measure the energy,social recognition,enthusiasm in taking part of public service,competitiveness among organizations and mobilizing ability. To activate the energy,macroscopic institution environment,microcosmic institution environment and institution execution environment are all needed to be optimized.
