城市居民阶梯式水价是需求侧管理的一种手段,它既能保障低收入群体基本用水权益,又能促进节约用水。实施阶梯式水价能缓解我国日益严峻的缺水状况,对促进水资源的可持续利用具有重要的意义。阶梯式水价的实施效果取决于各级水量和水价设定的科学性与合理性,所以给出了兼顾低收入群体利益和节约用水的城市居民阶梯式水价的计算公式,并提出了保障阶梯式水价实施效果的改革建议。

Ladder-type water price of urban residents is a means of demand side management,which can not only protect basic water using rights of low-income group but also promote water conservation. Implementation of ladder-type water price can alleviate the increasingly serious water shortage situation in our country,and has the vital significance in promoting the sustainable utilization of water resources. Effect of ladder-type water price depends on the scientific and rationality of design in water quantity and water price at various levels. Calculation formulas of ladder-type water price of urban residents are presented which took into consideration profit of low-income groups and water conservation,and reform suggestions which safeguard the implementation effect of ladder-type water price are put forward.
