我国城乡社会养老保险并轨的文化障碍探析

On the Cultural Barriers of the Unification of the Two Separate Pension Systems for Urban and Rural Residents

推动城乡社会养老保险"并轨",有利于扩大基本养老保险制度覆盖面,缩小城乡社会养老待遇差距,促进城乡养老社会公平的实现。但是,政策的实践推进也会遭遇经济、政治、文化等方面的障碍。以文化障碍为分析对象,阻碍城乡社会养老保险并轨的文化障碍主要体现在城乡居民积习已久的观念障碍、制度障碍以及行为障碍三个方面。对此,需要加强并轨政策的宣传,加速配套法律制度、户籍制度等的完善以及社区优质文化环境的建设。

Unifying the two separate pension systems for urban and rural residents will help expand the coverage of basic pension insurance system,narrow the gap between urban and rural social old-age insurance benefits and promote fairness between the two systems. However,the implementation of the policy will face barriers in economic,political,cultural and other aspects. Being the object of this research,the cultural barriers mainly include notion barriers,institutional barriers and behavioral disorders. For this,we need to enhance the publicity of the merger policy,to accelerate the development of the relevant regulations and the construction of high-quality cultural environment of the community.
