摘要
由政府规划主导的城市化进程,既是我国践行已久的模式,也是新型城市化建设希望借以突破"城市病"的路径设计。但归根结底,城市化是一个社会变迁的过程,本质上依赖社会的全方位自主参与;这就造成了作为手段的政府管理本位,与作为目标的社会权利本位之间的分离,新型城市化建设必须要克服这种分离所可能带来的冲突。这就要求在地方政府进行规划的过程中,更新规划权力运行过程中的话语结构:一方面,在地方政府行使规划权推进城市化的价值理念层面,理顺权利话语和权力话语的优先位次,始终强调权利话语权的优位性;另一方面,畅通权利话语参与规划决策中的渠道,开拓多种社会参与形式,依托法治平台,促进权利话语和规划权之间的良性互动。
The urbanization process led by the government planning is not only the long pattern of practice by us but also the path planning to break through 'urban disease' drawn by the new urbanization construction. But in the end, it is a process of social change, depending on independent comprehensive social participation essentially, which leads to the separation between the government management oriented method and the social right based target. The new urbanization construction must conquer the conflicts brought by such separation, which requires the discourse structure in the planning power operation process to be changed by local governments. On one hand, at the value concept level of government exercising planning power to promote urbanization, the order between right discourse and power discourse should be straightened out, i.e. the discourse of right should always be prior. On the other hand, channels for right discourse participating into planning decision should be unimpeded by opening up a variety of forms of social participation, relying on the rule of law platform, to promote the positive interaction between the right discourse and the planning power.
